The plot follows Scott Roper (Murphy), a hostage negotiator and inspector for the San Francisco Police Department who seeks revenge against a psychotic jewel thief, Michael Korda (Wincott), who murdered Roper's best friend, Lt. Sam Baffert (Evans).
