1928 Wyoming License Plate Low Number 3 Digit Repaint

This item is an amateur repaint. The correct background color is dark blue, but this one looks black. There are bangs and bends, as well as a buckle tear on the "7". The metal is solid, and does not appear to have rusted through. See the close-up photos for detail.
